The principle of the rule of law is one of the most important indicators of governance, the practice of governance, and good governance in the contemporary era. On the other hand, the common point of all the presented definitions can be summarized in the point that according to the aforementioned principle, the arbitrary and authoritarian use of power in government decisions is not only rejected, but the level of legitimacy of the government depends on the level of their loyalty to legal, transpersonal and wise criteria, and from this The direction must be subject to a series of restrictions. The Islamic Council, as one of the main governing bodies in the country, is in charge of three important functions, i.e. legislation, interpretation of ordinary laws, and supervision of the good implementation of the law. The question that the authors of the research are trying to answer is why; What is the role of the administrative offices of the Islamic Council in smoothing and facilitating the representatives?
